if you tow a car when you move with a rental truck using a car carrier not the tow dolly?

if ther is not enough room for all the people to fit at the front driving the rental truck can some people sit in the car tha is being towed? is it iilegal to do that? please advise I'll be moving from one state to another one but we are total of 5 people so 3 can go in front but can the other go inside the car the is being towed? thanks in advance

1. Seems like a bad idea.. I would probably guess its illegal too. Not sure though.
2. its illegal you cant even ride in a camping trailer
3. I don't know if it is illegal in the states you will be traveling but it is illegal in a lot of states. It is very unsafe, if everyone can not travel in the rental truck, rent a small car to carry three and two can ride in the truck. Please be safe and good luck on your move.
4. Nope, it's illegal. All passengers have to be in the tow vehicle.
